IMHO, this has little to do with cost to BW, but everything to do with
supply and demand.  If the demand for short term moorings in east
London is going to be very high at Olympics time, then it's likely
there will need to be some way of making sure the demand doesn't
exceed the supply.  Since it isn't economic to create more moorings
for the short period involved, the matching will have to be done by
limiting the demand.  In such a situation, it is normal to introduce
(highe)r charges in the high demand period.  

Parking near Epsom racecourse gets very much more expensive on Derby
day.  That's just the way things go.   

Also, I suspect many of those who want to boat to the Games are
willing to pay for moorings there, and I expect the responses to the
BW survey will confirm that.

In this case, BW may be able to get some useful extra revenue out of
the occasion, which seems like a good thing to me.
