Would it be possible for someone with more JIRA access to move all
unscheduled issues (non-api related) to the CAS-FUTURE version and make
that the default for new issues. This would keep them "more visible" and
may allow for the completion of some low hanging fruit.

Additionally, what is the possibility of getting
CAS-1294<https://issues.jasig.org/browse/CAS-1294> targeted
for 3.5.3, 4.0 RC1, and 4.0? Unless, the service validation strategy
changes for 4.0 I've submitted two pull requests to restore the previous
behavior:
