Michael, Thank you for the pull request. I have reviewed and made a few
minor comments on the pull but for the most part it looks good. If you
could address the comments, I think we should be able to proceed and merge
this one in.

Would it be possible for someone with more JIRA access to move all
unscheduled issues (non-api related) to the CAS-FUTURE version and make
that the default for new issues. This would keep them "more visible" and
may allow for the completion of some low hanging fruit.

 

Additionally, what is the possibility of getting CAS-1294
<https://issues.jasig.org/browse/CAS-1294>  targeted for 3.5.3, 4.0 RC1,
and 4.0? Unless, the service validation strategy changes for 4.0 I've
submitted two pull requests to restore the previous behavior:

Feature freeze and Release Candidate 1 deadline is April 29th (10
business days from today).  Items not ready by April 29th should be
pushed to the next release (4.1/5.0) which could likely come in the
September/October time frame.
