If there is no concern about users reauthenticating, why not just skip CAS completely and have them authenticate directly to each app ;)?

But on a more serious note, if there is an option that avoids failure for a certain scenario, and one that doesn't, barring other criteria clearly the first option is preferable.

It sounds like one criteria in which memcached might beat ehcache is in generating less network traffic for the replication. For our circumstances, whether that outweighs the simplicity of not including another moving part and the greater reliability of a fully replicated cache is yet to be determined.
