You can get annual permits that are blanket (which is what I do), however there are always restrictions. My annual comes with maps, preferred routes, and restrictions and I'm still required to check the Cal Trans website for updates. Some tunnels and bridges are restricted but it usually kicks in a 120" or wider. Construction zones are the biggest concern. They will commonly narrow the lane to 10 feet without much warning which will cause you to tense up a bit when the boat is that wide. I've looked back to see the boat over hanging over the K wall.
