sorry you found bulge happened I would guess they add filler like this for may reasons when I think about it a keel of that size would be quite heavy. I am assuming part if the reason is to I've the correct righting but keep the weight to a structurally sound not having to keep all that weight on the boat. I would also expect the firebrick is a way to keep the cost down and the price down. we can all be sure that if it effected quality we would have known about this much earlier. when you put the lead back on you might want to weld it back for a better seal just my 2 cents good luck with the repair.
