Sorry Looking at other things

So here is the formula.

Max penalty = reuse-limit *2^(maximum suppress time/half time)

I was messed up with the formula for a second so will explain the
carrat is 2 to the nth

So in your example below
24000 = 1500 * 2^(20/5) {2 to the 4th}

So the maximum that maximum penalty can be is 20000
20000 = x * 2 to the 4th

reuse limit would need to be 1250 to be equal to 20000
