Steve, They were down because there was no DLCI assigned in the sub-interfaces ( all routes ), You are right with the config below, this is exact same avilable on ipexpert site for manual configuration on the routers.
But i guess when you load the configs through script on proctorlabs they come up without frame-relay interface-dlci assigned. regards ...
