You've got the preference backwards.  

In order to force it to G711 within the site, you'll need to have g711ulaw as 
preference 1.  On the inter site link, it will negotiate down based on 
bandwidth.  It won't negotiate "up".

  note: 2... is BR1 site extensions



  using voice class codec here, does it violate the task of g729 only between 
sites?
