G729 is the preferred codec for 
H323/CME/SRST.  It will go to that if it can.  It won't negotiate up 
if the other end supports G729.  It WILL negotiate down if it attempts G711 
and the other end won't support it.

      Not sure why, but I have always seen negotiating codec 
        g729 when there is incoming call from PSTN and the preference of codec 
        did not matter ?

          You've got the preference 
          backwards.  
           
          In order to force it to G711 within the 
          site, you'll need to have g711ulaw as preference 1.  On the inter 
          site link, it will negotiate down based on bandwidth.  It won't 
          negotiate "up".
