yes, the PRI will come up. If memory serves, there will be constant errors about b channel out of order or something, but calls will work when it hunts and finds a live channel.
The b-chan maint doesn't seem to work on my 2811. Yes, status poll is on. It configured for 24 channels. I've used this many times for 6608 gateway and configured it the same way. Pretty sure the PRI will come up regardless. The issue with fractional PRI and ccm-manager config is that it provisions all 30 channels automatically, and you cant tell it to provision any less. This causes issues on channel selection for in / outbound calls - i.e. using channels that dont exist. You can use the B-Channel maintenance service parameter to work around this issue for small deployments.
