Can you make sure that your calling and called gateways and phones are in different Locations? And further, have you set the bandwidth reservation requirement between your intended locations is set to "Mandatory"?
If your calling and called phones are not is expected Locations, and no "Mandatory" reservation is there, then no rsvp is involved. Check and make tests.
