I think you might be surprised by how many people still have to use dial-up; at my cottage there is no cable service and high-speed fibre is finally just being installed this year as the area becomes more populous. Cell coverage is spotty, so a local hotspot is not always available or reliable and also not very fast, and satellite/microwave access is not affordable for everyone.
