Direct entry to the DB does not imply acceptance.  All such entries
would still have to be "vetted" and accepted/rejected.  The main part of
my suggestions was really using a form to standardise the supplied data. 
What happens after that would depend on what is needed and do-able.
Either entry into a Db for vetting, or e-mail to someone for vetting.  The
details can be flexible.
  Some vetting will always be necessary.

  The difference to currently... Standardised entry to reduce missing
required info.  No need to mail this list to ask for inclusion.  Having
implemented an entry system, editing to update data is relatively simple. 
Approval/Refection would be simply a matter of clicking a "button".  No
need to manually add the data to a page, etc.
