Ummm, IIRC, there were fines, and that is what led to CCC dumping Stern.
They were talking about it down here (Orlando), discussing the hypocrisy:
that while Stern was making them millions, they loved him, but as soon as it

Both stories do mention that the 1/2 mil in fines was proposed, so
technically they were not yet levied, but they were there...

I listen to the Howard Stern show on occasion.  According to him there
were no fines which lead to him being knocked off Clear Channel stations
(despite what Clear Channel stated in their "no tolerance" policy).
  You could probably make an argument that it was a preemptive strike.
