Hmmm found some support for Doug's contention, esp this one, which I
had not quite believed:

I do agree that the circumstances are a bit wierd, but so was entering
the united states with wires and hockey pads, and that really was
quite innocent :) The woman certainly seems to have entered illegally
with a false passport. I am of open mind about whether this makes her
a terrorist.

As for New York; I hope you and Tom Ridge are wrong, but it does seem
a nice target....

(As an aside $7,000 is a lot of money, but not an enormous amount.  Illegal
aliens often, since they can't open accounts, often carry all of their money
on them.)

Lastly you might want to reconsider your cell-phone option: during an
emergency it'll be nearly impossible to get a call through.  If you're that
close you might want to consider investing in a good set of walkie-talkies.
The better ones have ranges of several miles and pretty good voice quality
and the really good ones can even be paired using encryption keys.
Satellite phones are, in theory, the best way to go, but they're flaky, huge
and enormously expensive.
