Though I have no sympathy for telemarketers either...
But I wonder if there's any merit to the idea of a "do not email"
registry... The ability to register an entire domain as being
unmailable would be helpful... if it worked... If we could identify
the sending ip address and qualify the email as having a
low-probability of being viral, then we could say... fine an ISP $1k
for every 1000 or so spam sent through their server... the problem
then becomes getting every country with an IT infrastructure to levy a
similar penalty...
