I think the debate all thoughout the planning and war was did we have enough troops? The Pentagon insisted we did, but it's turned out we didn't. There were many inside the Pentagon that differed with Mr. Rumsfeld, including Gen Shinseki, but the Pentagon made the decision to take the opposite point of view.
