I agree that this particular activation is wrong. It was caused by an archaic record keeping system in the army. This officer will probably be released immediately on medical examination and may even be given a medical discharge exempting him from further activation.
Experiences related to me on the recent activation of the 256 Separate Enhanced Brigade of the Louisiana National Guard showed me that the Pentagon sent out activation notices to 200% of the needed IRR soldiers and then rejected a large number of them for various reasons. The notices were sent out without consideration of medical problems, just on needed specialties. This created a lot of angst among the IRR soldiers because, as of 1998 when I separated, personnel records were computerized but medical records were not. There is screening process in place for this, fortunately.
