Nope. The police don't tow cars. They hire private tow companies. Who get most 
of their money out of storage fees. So it is not in their interest to notify 
anyone too quickly. They wait until their expenses exactly or slightly 
overmatch the book value, then notify. They often retain possession of the car 
in those cases.

Of course, the police are knowing accomplices. And I can guarantee who 
contributes more to the Police Benevolent Fund (between you and the tow 
operator).
