As President, Mr. Bush is responsible for our security which includes
health threats.  By "hold him accountable" I mean that we require that
he do his job by:

1.) Acknowledging the problem,
2.) Not making it worse, and
3.) doing something to fix it.

Let's us an analogy: let's say we got word that Al Quaeda had
introduced industrial pollution into our food chain.  Would we say,
"oh well, what can one person do?"
