The police were not really looting Walmart. They were under instructions to go to every source for: food, water, flashlights, blankets, etc, and bring them to the emergency distribution points.
(BTW, the Walmart in question voluntarily told the police to get what they needed. The criminals looting TVs and such did not have such permissions.)
