That isn't true. The governor must invite the Feds in first. All the state of emergency does is allow the state to ask the Feds for help, it doesn't put the Feds in charge.
There is a rumor out now that Bush's advisors considered invoking the Insurrection Act in order to take over the relief effort last week when everything was such a mess. It looks like the Governor of Louisiana really screwed the pooch on this one. If you want to talk about accountability, let's talk about the fact that the Feds and Mayor Nagin have both basically said they tried to coordinate with her but she sat on decisions rather than just make a decision and move forward.
