As a green card holder, I was told if I lose it, I have a grace period to get a new one. But outside that period you're vunerable.
As for costs, its both time and money. I'd have check the fees but they're over $150. You have to schedule an appointment at the nearest Immigration facility - they do not take walk-ins.
