j/k  I wouldn't buy the house then unless you're going to get a large
enough break to cover the costs of what I listed.  If you had the
basement demo'd and refinished you're looking at about $50-$65,000. 
If you did it yourself, about $10-$20k

The exterior modifications contracted out would be about $5-$10k. 
Yourself, about $2000.

So, if you're looking for fixer upper, it may be a good buy if you can
get them to drop their price about $50,000 - $100,000.  Depending on
the neighborhood, could be a real opportunity.

Otherwise I'd run like the wind.  That house needs work that has
likely been neglected and the owners are attempting to sell their
problems (without cost).
