The original point was that in some countries (Palestine, Syria,
Somalia and others), the "gangs" have free run of the streets, and can
commit crimes, threats, bombings, kidnapping and murder without fear
of arrest or prosecution (and in many cases with police support). So
much so that they actual allow video cameras to record their actions.

It was asked where in the US this was allowed, and Dana suggested it
was comparable to gangs in US cities.
