It is pretty well established that undocumented workers (not US citizens)
camp in the canyons around the county, but IMO private citizens have no
business or authority to go in there and hassle them. That is a job for the
police, Border Patrol, or INS.

This gets back to my concern about having the Vermont National Guard (for

Each state governor has the right to deny the President the use of the
Guard. I could see Gov. Richardson saying no way to Bush on this one.
