Interesting ... I totally agree.  And I would be open to any solution
but I think the first step is preventing drugs from creating other
social problems such as prostitution, theft, and murder.

The way to do that seems to be to provide those that would commit the
crime for drugs another way to obtain and use the drugs.  (Hell, for
the money we spend in Columbia every (#2 source of US foreign aid), we
could create huge clinics for people to safely use drugs.)

Now that you've effectively limited demand, you've removed the profit
incentive for most dealers and hopefully drastically slowed the flow
of money to drug lords.

Policy can be adjusted from there on, but the first step is to control
supply and thus power.
