You're right, but it does eliminate most all users so addicted they're
will to prostitute themselves, steal, or kill.

The recreational users will still exist, but a similar solution can
work there using needle parks.  That would leave only club users and,
given those other solutions work, you could even come up with
something similar there.

To answer Nick - yes the government would be providing housing to
non-productive members of society but it gets 3 major benefits for its
money:

1.) Direct access to the addicts for the purposes of treatment.
2.) Elimination of the associated costs of crime those addicts commit
for drug money.
3.) Drop in crime associated with the drug dealers that used to supply
those drugs.
