It already has. An offduty police officer shot and killed a sniper in a Salt Lake City shopping mall a couple of months ago. Locally, a man was shot and killed at the Walmart on Zuni last year by a citizen with a concealed carry permit who happened to be present at the time. Since the man who was shot was stabbing a woman at the time, no charges were filed.
