It's the same problem that it's always been: "Registry" is the only setting
that doesn't require external configuration or deeper understanding.

"Database" requires a user to set up and create a database (of any of
several supported types).

"Cookie" requires an understanding.  When using "Cookie" there are client
considerations, size limits and other issues.

In short "Registry" is the only setting that will work immediately, as
described, out-of-the-box in any environment that will support CF.

It's not the best option for high use - but it's (at least arguably) the
best option to start with.
