It's not just knowing what a cookie is - it's knowing how using cookies
changes the way client-variables behave.

For what it's worth "Cookie" is definitely the odd-man out in this option:
I'm honestly not sure why it was included.  "Cookie" really does nothing
beyond CFCOOKIE.  In this case it also changes the nature of client
variables compared to the other options: they're not stored on the server,
they're limited in size, they're limited in number, etc.

The "Cookie" option really just doesn't fit - defaulting the system to using
the exception to the rule seems wrong to me.  At the very least I can
understand the argument.
