I don't think that ipconfig was ever in the accessories folder (it's a
command line tool)?
To get to it press the Windows button ("Start") and type "cmd" then hit
enter. That'll get you a command prompt.
Now just type "ipconfig" and hit enter to see the information or type
"ipconfig /?" to get help for it.
