If a community wants to set standards and pass their own laws, that's
fine, I have no problem with that.  After all, if my town passes a law I
strongly disagree with, I can move somewhere else.  The issue is when
people start saying they have a RIGHT to not see something that offends
them.  That's when I have to get my clue-stick out and start swinging.

I think the nude issue has a more historical and traditional context.
Running around nude has been considered wrong in most cultures for as
long as there has been history (there are many cultures that have no
problem with being nude to varying degrees; the Yanomami in the Amazon
region generally wear nothing but a string to hold the penis upright,
but that's beside the point).  The U.S. was originally a (mostly)
protestant country, and being nude in public has always been "wrong" in
that ethos, and it's been carried right up to the present in nearly
every municipality.

Then again, there's nothing to stop me from chartering my own city and
making a law that states that clothing is offensive, therefore you can
be fined by wearing clothes.  I doubt many people would move to my city,
but those who did would probably be an interesting bunch.
