Actually, my last answer was "the same thing that happens today". Which is the answer to several questions that have been brought up about how the govt knows who to send prebate checks to. Really, there is a huge concept to accept first, that's one thing. Then on a second level there are these little nitty gritty details about how it will actually be implemented and tracked. I guess it's a good thing that we are down in the nitty gritties because it means you pretty much understand the concept as a whole and are just worried that it won't be implemented well by the government, who notoriously implements things poorly. That I can address till the cows come home, but I will NEVER be able to make anyone (including myself) believe that the govt is capable of getting things right.
