I'm not arguing... but I'm curious - where is it defined like that?  I've
not seen any definition beyond the phrase (which I do think is ambiguous).

Regardless I still say that the voters are the best remedy for this - the
fewer rules, the better.  I mean could we end up electing bigger idiots that
we already have?  ;^)

At a minimum: if you're a citizenship, you should be eligible.  Even
simpler: if you can vote for an office, you should be able to run for that
office.
