I suppose for somewhat the same reason that you need a permit (it's actually
a permit) to have a peaceful public demonstration, or perhaps post a
document in a public place.

I'm all for specific gun permits, and I'm all for requiring a reasonable
amount of certified training.  I believe it balances well between personal
right/responsibility and the reasonable expectation of others to not be
accidentally shot.
