Employers can also help out. Allowing a four day work week (10-hour shifts) (where possible) eliminates a trip a week. Allowing telecommuting (where possible) eliminates others. Flex time, in general, can reduce "rush hour" idle waste. Employers can also offer incentives for car-pooling (special parking, cafeteria discounts, etc). An employer making aggressive use of such ideas can pretty easily reduce the commute-related consumption if it's work force by 10-15%, perhaps as much as 20-25%. There are a ton of targets for cutting back that, at best, actually improve worker morale and enjoyment and, at worst, cause little inconvenience.
