That's exactly it.  As Judah pointed out, you can break the law and be
sanctioned without any criminal charges such as a traffic violation.

In this case Palin was found in violation of the law by an independent
state investigator.

The next step is the sanctioning and there's 2, maybe 3, possibilities:

1.) The state personnel board sanctions her (fines, etc)

2.) The legislature censures her

3.) The AG takes some action.

And, of course, citizens can call for action.
