I'm now in an office environment where I'm the only programmer in a sea of Customer Service folks. They're constantly on the phone and when they're not, they have music going.... and it's not that I don't like their music but after a while I just need to "zone" and can't because of the distraction. For me the solution was a combination of moving locations (after explaining to my boss and the HR manager what was stopping me from being productive) and headphones.
