Well... Don't know about smallest, but I just bought a Taurus PT 24/7 C DS in .40 cal. This site has some pics http://www.taurusarmed.net/forums/index.php?topic=10006.0 (not my posting). After putting 300 rounds through it last weekend, I gotta say that it's a sweet little pistol and really feels good in the hand. As for low maintenance, it breaks down to 4 parts or cleaning and is simple to break down.
This is no Springfield, but it's definitely a good pistol for the price (399).
