I don't know, I don't have the raw data behind the analysis. Interpretation of what qualifies as a medical reason was the bulk of the dispute on the findings. From what I've read thus far, the conservative interpretation seems to be 17% (in 2001 of course) and the liberal interpretation is 54%. Without seeing the methodology and data myself I can't draw my own conclusions.
