It wouldn't be too difficult. Just get some cooperation with the insurance 
companies. The insurers will cover any ship that's part of the convoys, and 
will not cover any ship that going at it alone. Let the commercial shipping in 
the region know the assembly points, and on a regular basis the ships move out 
in a convoy. There are multiple ships of US, NATO, Russian, Chinese, Japanese, 
Indian and other navies in the area. They already coordinate patrols to some 
extent. So it should not be too hard, we're talking about perhaps 1 or 2 ships 
per 20 - 25 commercial vessels, plus any roving patrols. Moreover once the 
convoys are in national waters of Kenya or other African countries, their 
navies should be available to assist. 

Done correctly there should be almost no incidents. Or if there are, then the 
pirates would end up facing at least one frigate size warship and possibly 
more.
