This is not a Somalia vs. Europe (and everyone else) thing. If it was then it would be an act of war. This is a criminal act performed outside of the governments control. We don't have to be there as long as the shipping companies can take care of themselves. If a ship followed a few simple rules, they could avoid all of this problem by killing the pirates. 1. Start with a show of force. Mount a few guns or guards on a ship. 2. Determine if a ship is coming within X distance. Not sitting there but actually traveling towards. 3. Warn them off. A few bullhorns with a pre-recorded message (in Somali and other languages) 'requesting' that the closing ship veer away is more than enough. 4. Just to be safe, a few warning shots near or over (but not at) the closing ship. 5. If this all fails, remove the threat. Non-state is non-state. If Somalia, as a country, wants to get involved, then it will be a UN and international law thing.
