HR is probably thinking that the company could make her salary so they do
not have to pay overtime. Could be a costly mistake for the company...

It is - the new hire is a full time employee, on-site with standard company
benefits and requirements.  Internally the decision is generally made based
on experience rather than "manager or not."
That's what is making this an issue, the person coming in does not have a
lot of experience but is coming in to a tech position.
