Not dollars.  Aid. 1999 - 70 million, 2000 - 113 million, 2001 - 184
million, all purported to be humanitarian aid to the Afghan people. At that
point the Taliban controlled over 90 percent of the country.  The 43 million
was promised in May, 2001 shortly after the Taliban made good on a deal with
the drug enforcement agencies to reduce poppy production and in the in midst
of a famine.  Supposedly, the package contained $28 million worth of wheat,
$5 million in commodities and $10 million in USAID programs.  If that was
how it was delivered it is questionable how it could have been used to fund
terrorism.  It's also not clear how much of that aid ever made it to the
Afghan people, if any, as the funding was rolled into war funding after the
September 11 attack.
