The people I worked with were all full time Federal employees.

What you're repeating is just some propaganda. If you look at the
productivity stats put out by the Bureau of Labor Statistics, you will
see that the productivity of the average Fed is about the same as
someone in the private sector doing a similar job, even though fed
workers get, again, on the average, significantly less than those in
the private sector. This is especially true from administration and IT
jobs.

So tell us another bit of mythology.
