Uh, no, they didn't almost arrest a girl with a lemonade stand for no
permit. At least not if you are talking about the case in Portland.
That happened a couple blocks from my house and while I was not at
that particular Last Thursday event, I was at the following one where
there was a protest and talked with people who were at that event.

Portland is having a problem with our food cart culture. We love our
food carts and there are a giant number of them. That's great but it
also makes it very difficult to police them and make sure they are
following sanitation rules and that people aren't going to get sick.
The city has been trying to spend more effort checking up on vendors
at large street faires and whatnot to make sure that they have their
temporary food handling permits and that they are passing inspection.
Some people think that are being heavy handed, others think they are
achieving a good balance. I think they are a bit on the heavy handed
side myself but I don't think they are entirely unreasonable either.

At large events like Last Thursday, they have to go around and make
sure that all the people operating temporary food/beverage carts have
their temporary permits in order and are complying with safety
standards. Yes, the girl in question was just operating a lemonade
stand. Probably, it wasn't a huge deal. But it wasn't the same thing
as having a little lemonade stand on your corner where you might see
20 or 30 people. This was serving to a crowd of thousands. If they
aren't following the rules and being suitably safe, they could cause
serious problems for a relatively large number of people.

In the end, the inspector talked with the kid and her mom. People
nearby objected to the actions of the inspector and he talked it over
with them. The city followed up with a discussion with the mom and her
kid later and there was a public meeting held about how these things
should be handled. Everyone was quite civil, no one was "almost
arrested" and all the parties involved ended up learning something and
handled the situation pretty well.

You know, like adults.
