So, really, it only effects the poor and homeless who don't smoke, don't
drink, aren't on welfare, don't use cough medicine, don't drive, don't use
the library, don't use any healthcare, don't use credit, don't ever rent a
place to stay, and so on.

And these people aren't clamoring to vote without ID.  Democrats are.  With
no voter ID, it's easy to send vans out and pay a pack of cigarettes for a
vote.  This is a standard tactic.  Here is one example (of many):

her case.

election to help Gore's presidential campaign drum up votes in hotly
contested Wisconsin when a TV crew filmed her giving out packs of
cigarettes, worth $3.25 each, to homeless men who had cast absentee ballots.

Prosecutors said that in handing out 10 packs of cigarettes, Milstein
violated a Wisconsin election law that makes it a felony to induce someone
to vote by providing anything worth more than $1.
