In all the other cases listed not having papers doesn't affect your
rights.  e.g.,

(1.) Can't drive.  So?  Don't need too.

(2.) Can't get a credit card.  So?  Don't want one.

(3.) Can't get welfare.  So?  Don't want it.

Can't vote?  Now you're impacting freedom and liberty while at the
same time providing the government a tracking mechanism.
